There wouldn't be much purpose. There was war and hatred and chaos before people had chakra, hence why Kaguya ate the fruit. It's just as possible as anything else, but it wouldn't accomplish peace. Ninshuu is needed for that.

I'd say no, there will still be chakra after the war. I think the Sage's way of ninshuu will be recognized after Naruto and Sasuke break the cycle of hate.
