He orders the capture of Konoha's jinchuriki, no problem, but when a rogue ninja from Konoha, who is not even affiliated with the place takes his Jinchuriki, he calls for a Kage summit. Not to mention the whole Hyuuga incident. That was all on him. Sasuke can be a jerk as well, but not anywhere close to these people, and it is understandable why he is the way he is. OP: the biggest jerk is Danzo. He committed genocide. At least Sasuke came to his senses before that. He's also at least partially responsible for all those others.
