They just dead bodies so it does'nt matter who they belong to since they are puppets.

Nagato's are just normal dead people with the exception being Yahiko who was presumably a splendid ninja. Obito's are Six Jinchuriki with their Bijuu Power in each of them which trumps Nagato's. However Nagato can easily use their powers while Obito has more difficulty using and controlling them. But on the plus side of Obito, he has the MS equipped to each of them.

Power means nothing without experience, whilst Obito is struggling to keep 2-4 of them in Sync/Fighting, Nagato has 6 perfectly synced ones sharing eye sight and working as a splendid team.
