Seriously aside of sarcasm, of course he is not rich in content character and he didnt contribute to story too much and wont most likely. Jiraiya is much more deep and great character of course I can't deny it.
I know that until now Kishi used sosp just as plot device to tell story, not actual character as of yet.
I have grown up watching dbz so it of course has great influence of my favourites choices. The power of course plays great part in mu choice but it is not everything, for example why I like sosp, char not introduced yet.
It is because he has godly power is considered as god, omnipotent being with epic design of his silthouete(black shadow)
he has such mysterious aura, his title is said by others chars with respect and fear.

Besides OP asked to write your favourites not well written chars.

If it was about well-written chars the sosp fall miserably in compare to epic chars as
Naruto, Lee, Jirayia , Itachi, Hinata, Neji, Nagato, Minato, Kushina, Madara and Hashirama maybe Obito etc.

I hope it clear some doubts why I chose such characters as my favourites and not others
