he IS one of the worst villains in narutoverse. he is a corrupt evil ass hole who brutally and horrifically tortured innocent people.
just because hes loyal to konoha means nothing. konoha is a brutal corrupt horrific dystopian dictatorship run by killers and mercenaries.
he is purely selfish. he planned to betray his entire city and sell goverment secrets to enemy nations,
he planned to brainwash and mindwipe sasuke to force him to be loyal to said city knowing full wel it was a corrupt nightmare and that he was condemning sasuke to even more horrors.
he savagely and brutally tortured an innocent boy and gave him hatred and madness in order to create his own personal revenge puppet.
he aided a terrorist organisation in capturing and enslaving living nukes and murdering 6 people, which they intend on starting world war with.
