My thoughts are through Hagoromo. Unlike Sasuke, Indra wasn't given power by Hagoromo. He simply inherited power that happened to be the Sharingan along with Rikudou chakra. Either Hagoromo had sharingan powers or it skipped a generation. Sasuke inherited that same power except without Rikudou chakra but still had Uchiha's powerful chakra. Aside from that power he inherited, he was given half of Hagoromo's power (Rikudou chakra/Yin seal/his Rinnegan) while Naruto was given the other half (Rikudou chakra/Yang seal/Rikudou Sage Mode).
While Indra and Ashura weren't outright given that power since Indra had the genes he was born with while Ashura had to rely on hard work and allies to improve and reach Indra's level.
Sasuke and Naruto had a similar experience except that Hagoromo chose to give them his actual power to fight Madara/Kaguya.
Atleast that's how I see it.
Hashirama was no longer Ashura's transmigrant.
