It can be custom (Has to be human) all you have to do is make the history fir it with Naruto. Make sure not to give them any special abilities or put it in a clan with restrictions. I edited my previous post with some other links check them for restrictions.

Well Caliburn (aka Cali) approves the bios but don't ask him to, just post the bio when your done, and when hes online and sees it he will either approve it, tell you your mistakes(if we haven't already) or decline it.
As for the sensei, they're names are in orange.(not all)
And you ask them privately.

Yep, just as long as it fits in with Naruto history. The Jutsus you know would only be the basic E-rank you get to start off with:
