Or Naruto could be doing exactly what Suigetsu suggested Taka does. Fight like they are trying to kill him, so they can beat him without actually killing him. Not seeing how Naruto not wanting to kill Sasuke changes the fact that he pretty much used his strongest abilities to the best of his ability.You must be registered for see links

Sasuke dismt have the experience to use the rinnegan like that and showed improvement while Naruto showed less use of tsb. Naruto with killing intent murders Sasuke. He used the Nature Energy Kurama gathered for him to buff his Avatar and create 1 Giant FRS and 1 Bijuu Dama Rasen Shuriken. 3 Avatar hands were needed for each, thus he can only make 2. 6/3=2. He could've earlier in the fight and you might be right but he could've used two bijuudama rasenshuriken, he had enough chakra to fight til dawn and still rock sasuke after being drained so he could've went in sage modeExcept Naruto couldn't have used 9 Bijuu Dama Rasen Shuriken. Punch his arm off? He cut it off with a chakra arm, and by the time Naruto had access to Sasuke's body, their avatars had been destroyed and they had reverted to base due to chakra loss and heavy damage. Base Naruto can't do that, and that explains why he didn't use Sage Mode, not enough chakra to enter it.

"he could have" is nothing but an assumption. No reason to believe he can make something stronger than what he did. Especially since the specific reason why he didn't do what you think he could do isn't solidified. Maybe he only had enough for a Bijuu Dama FRS and a normal enhanced FRS instead of two Bijuu Dama FRS. We don't know.
Chakra to fight till dawn? Not a big deal considering it was pure Taijutsu from that moment on, which only solidifies the fact that he was completely drained. So no, he couldn't have entered Sage Mode.

Physically and Emotionally are two aspects of a fight/struggle.
Physically = Draw
Emotionally= Naruto
As a whole=Naruto, because the emotion/what he set out to do compared to Sasuke, is more important than any physical fight in the world.
Simply put, Naruto won, there's just some details that go into that.
