at the time perfect/ pre perfect Sasuno was formed he was currently using Rinnegan so i think he does, theres more to it though

Madara had perfect Susano'o when he fought against Muu and Hashirama, but he didn't have the rinnegans at that time so it's indeed an ability of EMS.
