We all know that current juubito is weak to SM jutsu.
We also know there are only 4 known SM users in the manga, Jiraiya,Naruto, Hashirama and Kabuto.
(I will not include Orochimaru as he hasn't shown himself in SM as of now)
Hashirama will stay busy with Madara.
Kabuto is busy fighting itachi in izanami.
So we only have one SM user against juubito and with what we have seen from juubito , SM naruto alone is not enough for juubito . So its about damn time, kishi brings back SM jiraiya back. 2 SM users along with 2 FTG users + an EMS user can give juubito a run for his money.
And just for the record, kishi already foreshadowed coming back of jiraiya.
Minato and hiruzen thinking about the 3 sannins.
In the very next chapter :
Both Tsunade and orochimaru talking about jiraiya.
And see how the conversation went ,
tsunade : " Jiraiya might be alive"
Oro : " if he was alive he would have changed" ...
Did you see what kishi did there? So if somehow jiraiya survived , he would have "changed" . Its basically another hint that jiraiya is coming back and this time he will be a lot stronger than before.
The third and biggest foreshadowing is, Juubito being weak to SM ninjutsu .
Since edo tensei, i was very depressed why jiraiya wasn't back. So i was thinking even if kishi has to bring jiraiya back, how would he make him useful in the war?
And now it is basically very clear, juubito being weak to SM ninjutsu.
So thats how jiraiya despite of not having too much destructive power, can still harm juubito and be actually useful to alliance if he comes back.
Now the next thing i wanted to cover and this must be a question in all of your minds that how did jiraiya survived?
Nagato revived everyone from konoha but failed to revive jiraiya(or did he? , maybe he revived him without his knowledge? )
Obito took only one rinnegan out of nagato's eyes, so other one is free for the taking.
Kabuto , who was able to get DNA of people like madara,muu,2nd mizukage ,gaara's dad etc, but still was unable to get DNA of jiraiya. [ getting DNA of those guys was more difficult than getting DNA of jiraiya]
Is it possible that there jiraiya's body was not there in the ocean when kabuto went to search for it ?
Is it possible that someone could have taken the other rinnegan from nagato and revived jiraiya?
I leave that on your own imagination, whether to believe jiraiya is alive or not.
As for me, i am quite positive jiraiya is alive and would make an awesome entry in the war.
