"Perfect" is a very strong word, even for god-like Itachi Uchiha.

Characters who never waivered in the face of adversity, conflict, and unfavorable circumstances would be:
Itachi
Guy
Kisame
Jiraiya
Shisui

Unfortunately, my #1 fav Kakashi allowed himself to sulk quite a few times, so I can't include him.
Lee and Minato also had some moments when they expressed doubt in themselves and their abilities.
I could agree about Gaara, but only after he was redeemed and reborn as an admirable shinobi.
Shikamaru nearly made the list, too.

I know `perfect' is huge word and not even single thing is perfect in the whole world not even god himself
But listing is on the basis of as much possible as perfect

To me, the perfect characters are:

- Jiraiya
(not overpowered; never out of character; had a great story; impact on the Ame-orphans and Naruto; no retcons)

- Yahiko/Konan
(well-written, emotional story; not overpowered; no retcons)

I'd like to count Nagato too, but "his" Rinnegan-retcon/reveal of the true origin makes him look bad, as well as the fact that he lived about 40 years in darkness and agony, but gets converted to be one of the "good guys" again after he spent only one hour or so with a naive Naruto.
