to use any of the rain jutsu you must have rain.We meaning me and you can use chakra sensing rain automaticly so for us its not a problem but there are rain jutsu that make it rain aswell.Our advantage is that we can sense there location to further our attacks accurace.Ok lets see ya make it rain using chakra sensing rain ok

ok now that its raining you have access to the ability to use your rain jutsu.Lest start with the basics and work to the more advanced.

Touei Ame Bushin)-Reflection Rain Clone
