yes while we say that, we didn't say that it can be used to predict movements like the sharingan, just to predict jutsus and what type it will be according to the chakra placement in the body and the color. and fyi, the chakra isn't in the bloodstream. it has its own network that runs through, the other cells in the body. not only that, but the heart rate and blood pressure happens after you start activity and not before, and considering they awere already fighting to begin with, its not a change that would have been noticeable.

Neji, along with Kakashi, was able to keep up with Lee's movement in his Gates mode, Kakashi due to being able to predict movements and Neji due to be able to follow high speed movement. So the Byakugan is capable of being able to see some pretty fast jutsus, which would allow them to be able to counter the black flames or susanoo arrow easier.

Beating Ninjutsu
The Sharingan has the ability to predict there opponents movements, which is good, but the Byakugan also has a predictive capability to it. The Byakugan, being able to see the chakra flow inside there opponents, can see how there opponent molds there chakra.
(Remember when kakashi was training naruto to walk on water and to do so they had to focus there chakra towards there feet and balance it?) In order to use jutsu you mold your chakra differently, for instance someone using a fireball technique that comes out of the mouth would mold there chakra differently than someone who uses an earth technique to move the ground below them.
The Byakugan user can see how there opponent molds there chakra and thus can act accordingly split seconds before there opponent actually acts and thus they can not only predict whether there opponents will use genjutsu, taijutsu or ninjutsu, but they can also forsee what kind of jutsu it will be based on keen observation of there opponents chakra. Granted this doesnt completely render jutsu's useless, but it gives the Byakugan user an advantage in being able to dodge it.

Gentle Palm Fist Style is a huge bonus for the Byakugan user, with this they dont just have the ultimate defense but they also have the ultimate offense. All there attacks have the potential to do internal damage which means even someone like the 3rd Raikage who had a "skin of steel and blood of iron" would take full damage from Byakugan user, not to mention that there attacks target the opponents chakra network thus slowing it and further weakening the opponent draining them of chakra and this technique can be used at a distance via "vacuum palm technique". And lets not forget that much like Gai and Rock Lee the Byakugan users specialize in taijutsu. Furthermore Byakugan users have been known to knock people out with just one hit, it is shown when Hiashi fights the ambassodor from kumogakure or like when Hizashi beat his brother in just one blow. It is constantly shown that Byakugan users that are skilled can knock out there opponents with just one blow
lee lacked to proper tools to fight neji without the gates. Sasuke on the other hand isn't comparable to lee. he has a wide array or ninjutsu and the sharingan.

Not really-it's a fact that using databook stats to prove your point isn't convincing. And hebi sasuke stomping neji is no less an opinion than kisame stomping konohamaru(aka it's basically a fact..)
Part 2 sasuke wins. In part 1 neji had the upper hand. Doubt sharingan can copy kekki genki or madara would have copied wood release a long time ago. But sasuke can fight close and mid range. Even long range in some instances. Neji can only fight close range. I love neji, but he loses this one.

I think you misunderstood...Lee says "I don't have the eyes to see the counter"..referring to the fact that chidori is a straightforward attack making it easy for an opponent to counter..but he's saying sasuke has the eyes to see the counter..that's why he says " I'm jealous of your lineage" ..meaning even if lee makes a straightforward attack, he doesn't have the eyes to see his opponent's counter if he fails to land the hit unlike sasuke
