I blame it on Orochimaru, Kish was so use to having to draw a character unable to perform hand seals, that he just said fukk since than on.

She is the mizukage. Why is that hard to believe?

Because if that is so then she surpasses Tobirama's Suiton.......which is laughable.

I agree with everyone else, kishi just doesnt want to spend the time on all these hand signs for numerous reasons.

1. People don't care for them.
2. The jutsu is the main focus
3. Kishi doesn't want to keep making extra scans of ninja using hand seals since again, barely anyone cares
