Its tricky, because to beat her she would have to use the rising twin dragons, but what to stop Sakura from climbing on the ceiling a punching.

Ten ten low diff , She controls the range with her weapons and accuracy , Sakura lacks defense in the form of temari/neji/gaara and will be caught by tentens senbon/kunai which will effectively slow her down.
The handsiqns for substitution will be read by ten ten given the fact that her team has a whole year over team 7 and given the fact that this is a random encounter i see no way for sakura to prep any traps which could help her.
Ten ten easily takes care of sakura as ntn more than a warm up , the fact that she is a member of team gai along with beib one year ahead of team 7 means her CQC prowes along with the ability to summon swords/chains and all matter of weaponry puts her highly above sakura whos only chance of victory would hav to include a good amount of prep to set traps and wat not.
