Neji probably has enough speed to bypass Gaara's auto defense, but his attacks just aren't the right type to hit through his defense. It takes high physical strength or a piercing jutsu to break through it, and Neji's jyuken doesn't fall in either of those categories. He could defend against his attacks, but kaiten isn't going to last forever. It isn't really going to protect him against a mid air coffin either, since you can't spin in mid air, especially in such a tight space.

Neji probably loses too. Gaara has his own sand armor, which is similar to what was able to block Neji's 64 palm before. Plus Neji would have to get past the chakra-infused sand defense to actually get to that armor. You may say Neji's a genius, but Gaara was also called a genius too. Kankuro had faith that Gaara would win against weightless Lee even though the nb would think other-wise. The Byakugan IS open to surprises, seems to be a misconception there.
The longer the battle goes on, the more sand that is available for him in most cases. He's also shown to be able to create a sand dome around himself, which Neji can't simply "bypass" when getting attacked and having sand spikes being launched at him. Saying so would be overestimating gentle fist.
