pre-timeskip Kabuto is a close-range fighter. Every attack
(bar genjutsu) that he has ever done pre-timeskip has been either a close-range weapon, taijutsu, or chakra scalpel.

chakra pills only restore lost chakra/temporarily give you more reserves, they don't unblock chakra points.

it doesn't matter if he takes chakra pills...he closes chakra pts so it won't flow/ circulate he will still have chakra.... its kind of like clogged arteries you still have blood so getting more blood added to you would be waste because it would just be blocked
