What part 1 characters would you like to see return? And let's skip the whole "why bother they're fodder" argument and say for sake of discussion if they came back it would be with a relevant power sort of like Bellamy did but a little more because Bellamy still wasn't really any real threat to Luffy.

There's a lot I'd like to see but here's some of the higher ups:

I'd like to see Kuro again, I like someone's theory(I think it was Vendenre1ch) about Don Krieg being Don Sai's father and Don Chinjao's son I'd like to see that plus it would bring back his subordinate Gin and he seemed pretty badass back then. I always enjoy seeing more Buggy. I'd like to see Arlong but only if it was to come back and fight Hody and hopefully beat him. I wanna see some of Shanks crew especially Lucky Roo and Yasopp. I'd like to know what ever became of Zoro's old bounty hunter buddies Johnny and somebody. Eneru needs to make a comeback as well.

I'd like to see Foxy (I feel the haxx DF was wasted on him), Moriah (Did he zombify himself like DD predicted), and ofc Buggy (I'm sure we'll be seeing him), and Mr 2. (I think he escaped from impel down).

 

[Akuma]

The remnants of the Whitebeard crew and Coby.

 

[Vandenre1ch]

Everyone is pretty much going to make a return. Oda said it himself. He also hates when fans say that a character is unimportant because "they are weak." Oda replied that he'd obviously bring them back stronger to shut them up.
Morgan- Either allied with Buggy or BB
Kuro- With Moriah
Krieg- a broker under BB
Foxy- under Buggy
CP9- under Kaidou
Moriah- is broker Jack

I personally wanna see Benn Beckman and Morgan the most...don't know why....
