Also, I never called you noobs, I even offered Kushan a place in Iwa. And as for Izuna, he runs a group. Not a village. If you notice, all the daimyo's are mods. So let me explain what a group is. A group is a small gathering of a few people. A village is what you 2 are referring to, which is a large community of people. There for, needs a moderator.

Look scar. They can be mercenaries like those in start of Naruto manga (those who attacked Naruto and the others on the way to that place where birdge had to be built). They weren't really skilled and were actually quite expandable. This group could call themselves "The Expendables" (I invented that name ) since they could be used just to distract an opponent for minute or two and then they would die (or even better they could use transformation technique and transform into you. Then, when an opponent throws a bunch of jutsus at you, you just substitute with them and then opponent would think that they killed you. They would be much better than logs of wood). That way you wouldn't even have to pay them (since they are dead)

Sorry but this is insane, It would be an entire group with possible knowledge of every other village and no matter how "unbiased" you would intend to be, everyone would still have info.

Now, that being said. If this group your referring to had no possibility of joining in the wars. And had no actually village status. And was just a group. Then yes.

Now also, if the rule about waiting a month was still in play, then yes.
