pain chakra receivers

In Naruto manga 565 why do Tobi(fake Madara) paths of pain need chakra receivers?Were they not revived by the Impure World Resurrection technique,which suppose to give the user control of what he summon/revive?

i think because kabuto lent him the jinn to do as he pleases. and for tobi to control them he needed rods. Thats what im guessing.

but what i dont get is kabuto should know that tobi has the jinn, so why is he letting him use them? what is kabuto's plan with this war anyways we know tobi's but not kabuto's.

true. so i was thinkin maybe he is taking over oro plan to take over sasuke's body but to think before he took oro cells he had no interest in sasuke....so is it that oro is actually gonna take him over and return. i hope so

yeah,or maybe when he took oro cell he inherited his will,dude idk,but kabuto is planing something real big.

They were brought back as Edo Tensei summons, but Tobi himself is controlling them.

Actually those chakra receivers are not only for control, but also that's the way they can use the Rinnegan's power... that's how Nagato and now Tobi split their powers throughout the dead bodies... and i think this is also the explanation of how they got the rinnegan.
