Overrated: Hiruzen, Hinata, and Tobirama

Underrated: Sakura, Tsunade, Kisame

Overrated - Hashirama (in the sense that people think he can't be given a good fight by the likes of other Kage tiers)
Underrated - Ay (seriously, he blitzes most opponents before they can react).
Overlooked - Butterfly Choji
