Out of seen admirals i would say that he is weakest. But i think that logia trio was made to be cream out of all admirals.

I agree that he is the weakest Admiral but I don't see either Borsalino or Kuzan easy diffing him.
I'd put him somewhere around Ace - Marco level.
I think Borsalino could extreme diff him and Kuzan mid diff him.

What did he do to be "overrated?" He is just a clumsy guy who didn't show his full power yet because of various reasons. He is underrated if anything. He is fighting the number2 of the revolutionary who even got a power-up, and we talk about an organisation trying to overthrow the whole government. He should normally be stronger than pre-skip admirals if anything since it's said marines became stronger and it can only be possible if admirals were stronger

According to Einstein's General Relativity Theory, light will be affected in the same way matter is affected by gravity.

So it means it affects the same as it would affect any other element such as kuzan and akainu or any other ordinary person... not just kizaru. So whats the deal with this?

Exactly. So Isshou can do crazy sh*t with Borsalinos powers. It's only going to give him an advantage because Borsalino will get a handicap, making Borsalino's defeat imminent. Gravity bends light (which is something it can't to with matter. It may look that way with blackholes but that is because of the light which gets bent). Isshou could make all attacks against him inaccurate (in Borsalino's case).

This is just one way in which Isshou can deplete the powers of the Pika Pika no Mi. Another would be that if Borsalino becomes light, Isshou can just bend, stretch, contort (etc.) Borsalino!

Going by the basis that Fujitora will have an advantage due to the devil fruit matchup and it is very common belief that Borsalino is the weakest Admiral anyways...
