thats why the cloud village is the second strongest they beat the stone village to the punch by capturing the 8 tails if oniki and the previous kages of the stone were that tough they would have the 8 tails imo

About Onoki he fought EMS Madara when he was 10 or a little bit more than that. That shows he was really strong even at his young age
