I don't think that Suigetsu was wrong, because Orochimaru never formed seals after his hands was sealed, he can use it for other things though, but not forming seals.

To the current manga Oro still cant use his arms with the exception of his summonings. i.e Triple Roshomon. He cant use hand seals and getting a new vessel will not solve this problem.
