To the current manga Oro still cant use his arms with the exception of his summonings. i.e Triple Roshomon. He cant use hand seals and getting a new vessel will not solve this problem. This ^, plus , when getting new vessel he'll be able 2 move his arms but he still can't form seals and that he meant by "not have much power YET",
