Orochimaru went from kage level to jounin level ninja.

Well i was going through the chapter again and realized that Orochimaru got a powerup and powerdown at the same time.

When oro got his hands back , he was kage level But then suddenly,
He went into a weak zetsu's body...

Which made him very weak.

Zetsu are basically very low quality hashi clones.

So even though orochimaru got his arms back, he is still in a weak zetsu body, and sasuke or juugo or suigetsu can easily kill him whenever they want.

Hence, current orochimaru is not #1 or anywhere near top 20s.

Assuming that Orochimaru has full control over the Hokage, he is still extremely powerful. However if you take the Hokage out of the picture, Sasuke would win.

Also only half of his body is zetsu.

There is big big difference between having only zetsu body, and a mutated zetsu+uchiha body.

Thing is.. You can't compare a plain old Zetsu clone with abilities to which Orochimaru didn't have to the one hosting Orochimaru at this very moment.. Orochimaru has tons of jutsu, while a regular zetsu has very few, plus Orochimaru still kept his original techniques, how can you claim such a false statement? Orochimaru jounin level? Laughable at best...

Zetsu bodies are quite strong, they are harvested from the 1st's DNA cells. The problem is they don't have a lot of ninja training or experience so they are basically genins in very strong adult bodies. I think Orochimaru will make the most out of having Senju DNA. That fodder guy he took over at the end of part 1 wasn't that good either but he made the most of it and even beat the 4 tail Naruto.
