I don't know why you get upset when you can't find someone being charmed by orochimaru's snake, but relax. Hiruzen said there is nobody that can match Oro in the village, which is immediately by Anko telling him If Minato was alive to get interrupted. Itachi was the strongest character up until Pain was introduced, with Pain not showing his full power prior to that. It was logical for Oro to say that since he was one of the strongest. Along with Itachi they can take out anyone EMS Sasuke and below. This is 99% of NV

This may be the worst possible matchup for Oro (except Itachi.) Ay can't even react against jounin Minato. Minato has extensive knowledge in seals. His tags does not disappear.

Even in the worst case scenario(which will never happen) he can use RDS and make it a tie (so RDS should be restricted).

Less than the amount of times Minato can kill him. Minato uses almost no chakra to attack him. Orochimaru uses a lot of chakra each time he uses Oral Rebirth. Not to mention if he delivers a strike to the neck similar to what he did to B's tentacle then his head is cut off and he dies. Can't use Oral Rebirth if you die.
