I'm assuming it is the Kyuubi unsealed, in that case, I have to go with Kyuubi, strongest tailed beast, and Oro had trouble dealing with it when it was 4 tails and in Naruto. Remember the legacy of the Kyuubi, it was wasting konoha before Minato came along and saved the day. Plus, you've seen what the TBB of the 4 tails did, imagine fully unsealed. It would probably be a country destroyer xd
