To be honest, Kakuzu is simply outclassed by the Legendary Sannin in almost every way possible. Most importantly, none of Kakuzu's elemental masks are even a threat to Orochimaru, with his incredible durability and amazing regeneration, and who has such great defensive measures to counter with, ranging from snake shields to Rashomon.
