Oro. Edo tensei. Regen. A doesn't have any one-hit KO attacks. Liger bomb isn't killing a guy who can shapeshift, and use ororebirth. Oro takes a full tsunade punch to the face while handicapped. And totsuka sword most likely can pierce A. then there is the white snake poison.

Oro is too tricky for a guy who is just a very powerful brawler.

oro doesn't mastered edo tensei like kabuto, he can't count with it as kabuto did. His version was crap, and even wasted to of the stronge posibbles edos (The senju bros).
the regen has his limit, it deteriorates the usurpated body faster, he can't make it in a long-run fight against someone monstrous like A. ç
Oro doesn't show any jutsu as fast and/or strong as he need to hurt someone using the lightining armor.
A is by faster than him and he isn't stupid. Don't get it wrong, he just "losed" his brother in hands of a punk that even did the boldness of infiltrate in the summit he summoned in order to hunt him down.
Oro is smart, i don't doubt it, but the brain not always is sufficient (see shikamaru vs temari, he simply lost, and his genius tactic wasn't enough to balance the capabilites, easy as that)

Oro with mid-difficulty. Raikage is fast as hell and has power, but has nothing I can think of that could handle; Edo, Manda, his poison nor his Hydra form.
