Orochimaru is better at reviving people to their maximum power. Tobirama uses it to where there is no chance of breaking free due to the edos low power, and they can explode causing massive damage. If they each revived Konohamaru, Tobirama's would be better since Orochimaru could make him use Rasengan, but Tobirama can make him use Gojō Kibakufuda.

You should debate Orochimaru vs Minato with Gold Lightning. I hear he is quite the expert on Minato.
