Tsunade probably knew the same jutsu or one similar to the one used on Gaara by Chiyo.

I know part of his soul is still in the death god but in theory the use of his arms can be restored through medical ninjutsu. and also part of orochi maro is sealed with the sword of toska so parts of him being sealed have very little to do with his abily to **** things up thus far. lol

Yeah, but that doesn't change the fact that the deadliest part about him, his ninjutsu, is still sealed away.
