Ay knew all about the sannin, he's mentioned jiraya and he knows tsunade, everyone knows what orochimaru is capable of yet Ay said he didn't think Minato could ever be surpassed. Kakashi thought only naruto could surpass the fourth.

also, Minato took on Aye And Bee and could dodge them effortlessly, his FTG is faster than Obito Kamui, Oro would have a tough time hitting Minato.

Orochimaru only had trouble with killing him was bc of Hiruzen knowing every technique in the Hidden Leaf Village. That's what made Orochimaru have trouble.

Orochimaru was hailed a prodigy before Minato was even born.
