He is not weak but he can't compare to the rest , he will never reach the levels of Obito or Madara so it's useless if he becomes a "villain" again

Another funny fact, Jiraiya nearly died when he was training with Naruto's Kyuubi Chakra. Meanwhile Orochimaru w/o arms is testing Kyuubi's powers/limits.
Another thing about your " power ", He never mentioned as a imba op powerful super villain. He's mastermind and sneaky. These 2 things make Orochimaru main villain, Not godlike powers like Madara or others.
