The technique requires skill in chakra molding and controlling, the only thing Fuu would have on Sasuke's body would be the lightining nature, but he doesn't know how to use chidori, lol.

Reactions are irrelevant since shintensin is invisible as i recall. His speed is relevant because if he knows about the technique he knows he just has to keep moving, but if Fuu managed to used while hiding, is not like sasuke is going to react to it, since nothing indicates the jutsu has been used
