Orochimaru isnt cowardly at all, he just isnt blinded by a rediculous, undeserving sense of pride like most of the Uchiha, Oro knows where he stands, and he knows what he wants

AND HE DOESNT ****ING TRY TO ATTACK THE KAGE SUMMIT WITH LITTLE TO NO HELP, god damn sasuke, who convinced you that that was a "good" plan >_>

tobi did. and he had help. he had zetsu, who he thought was a full fledged akatsuki member, and he had karin, suigetsu, and juugo

Orochimaru was a strategist, not a coward. If he was so scared, he wouldn't have dared to kidnap those 60+ children and fellow Konoha shinobi for the sake of experimentation, and all under the Hokage (his former sensei's) nose. He was just not the type to jump straight into a situation, like Naruto.

The thing Orochimaru seemed to fear was death, but he would probably face hell in order to live forever kind of like voldemort from Harry Potter. Avoiding those guys was part cowardice because he doesn't want to die, but not out of fear of them. He had a more long-distance plan, and could take his time. Waiting was a means to an end. He's intelligent, but yeah, his fear of death makes him a coward in the end as far as I can tell.

Didn't he need more followers, from the Suna-Oto alliance. He most likely didn't have enough followers at that time
