That guy was not the strongest, got beat up in a pathetic way three times by kids, But still, people want him to come back as a villain (I am one of those PPL by the way), That proves how much of a successful character he is.

Oro die not sealed, kabuto revive him using edo tensei, and of course oro knows the edo tensei jutsu and he can come back alive like madara did.....its possible.

without oro theres no great villian. Oro is the baddest of them all. One of my favorite villian in any anime
