As we know the 3rd Generation of Kages seem to be the ones that are declared the strongest.

However, I believe its the same case in every other village thats in konoha. Just like how Hashirama's real powers were considered to be non-existent aka fairy tails, so people started calling Hiruzen the strongest Hokage. I believe this is the same case in other villages.

So my assumption is .... The first Generation of Gokage = The strongest Generation of Gokage.

Just like how in bleach the 1st generation Gotei 13 = the strongest.

I don't know if they are the strongest or not; but i have always wanted to see them.

It was cool to see Jimi Hendrix and a washed up Odin with a missing eyeball among them. The guy was probably something like pirate; probably that's why he had been kage of Land of water.

If they had any kind of power above that of any other known kage in their villages, I'm sure Kabuto/Orochimaru would have dug something up on them during research and would have revived them Via edo tensei.

Hokage: Hashirama

Tsuchikage: Muu

Mizukage: Trollkage

Raikage: Sandaime Raikage

Kazekage: Sandaime Kazekage



Those seem to be the strongest for their respective villages from what we've seen.
