Once to Blackbeards are done they will either have to have a full out battle against the Marines before raftel or after raftel. This will be the war that oda says will make the war of the great look small. Now at this point will have the conclusion of op. With Leffy becoming pirate King or not.
The reason for the war not is because Oda can do what he wants.

It's obviously not the final island after Zou since the already went to WCI and there's still Wano. But yes, they will eventually hit Elbaf as well, most if not all of Usopp's lies have come true which means the ones that haven't yet are likely to and Usopp said he will visit Elbaf and become a brave warrior of the sea so we still have that coming.
