Can full blooded Ootsutsuki regenerate Chakra naturally? Are seed-plots essential to their prolonged access to Chakra? What do you think?

First, Kaguya goes mad due to losing part of her Chakra to giving birth to her sons.

Then there's Momoshiki needing pills to use jutsu.

Would Otsutsuki literally needing to collect Chakra lend substance to their 'motivation/Goals' in-story?

They should be able to regain their chakra overtime like anyone else, it doesn't really make any sense for them to be unable to recover their depleted reserves.
