Apart from the basic reason of Lightning > Earth,A's too fast for oonoki. His dust release technique takes some time and i don't see how he can manage to hit A with it.
Also A has enormous Chakra and a very sturdy body. Not to forget the age factor. There's not a lot going in oonoki's favor.

but onoki can fly, use dust release which is instant death, he can make it so that A's punches are really light or he's too heavy to move quickly
A's younger, lightning>earth, faster by far (unless onoki is flying) draw or onoki(high diff)

as long as onoki is in the air, there is nothing A can do

Oonoki can increase A's weight and turns him slower,can fly,much experience,dust release,earth release,...too much for A,who would need more than speed to beat such a high level character.
