The thing with Neji isn't that Rotation was hard to learn, its that Branch members aren't suppose to learn it ( which is stupid since they're suppose the Main's protectors) and Neji learned it by Observation since they weren't going to teach him it.

Well exactly. Clans have secret techs that had been passed down. Main family techs only gets passed down to main family members, but some can learn it while others can't. For ex.
