yes he stopped a meteor...he was possibly the only one who could do it, that doesnt mean he deservest top 10, he was just capable of reducing the weight of the meteor with his jutsu, how is that going to help in actual battle ?

deflected? , amaterasu was dodged by raikage because of his extreeme speed and heightened senses, he got out of sasuke's eye sight, gaara's sand covered him before amaterasu shot out because gaaras mother senses danger and protects him, that's the 2 cases, oonoki will eventually have to come close to use some of his techs like how he was vs mizukage and muu
