While I may not be the best at shark biology and atonomy, I do know that the "skin" or "scales" of the shark is amde from a similar if not identical material to the teeth. But simply was evolved at a significantly smaller level. Perhaps you could continue on with your explanation on why a raiton based attack is more lethal when the skin or scales, which ever you prefer, of a shark is being pierced?
And where exactly did you get the idea that Kisame literally has Shark skin? He has shark like qualities; such as gills and a blue tint to him. But he seems human unless fused. That's like saying Kiba is a dog simply because his sense of smell is higher then that of a normal human beings.
I shall start with the blitz. Yes, Kisame was unable to react to such speeds such as a lariat from the V2 Killer Bee.
But you act like the Third Raikage and his lightning armor will stand after coming into contact with Kisame. There's a clear difference between the chakra of a tailed beast and that of a human being. The Third Raikage's chakra will be absorbed much easier then Killer Bee's and at a quicker rate on it's own. As Yamato states

, the chakra of a tailed beast is much heavier and thicker then that of a humans. Making him startled when he Naruto (transformed) could still move.
Not to mention that, despite it being a thicker brand of chakra, Samehada STILL devoured it at a nice rate.

. If Oonoki and The Third DO get into range and attempt to "blitz" Kisame. Their chakra is going to be stollen and devoured as Killer Bee's was. I doubt either of them could really leave a scuffle like that and still have an ample supply of chakra.
On the other subject here; if Kisame IS defeated after Samehada takes away both some of Oonoki's and the armor and and latent chakra in his body (which, again, could happen with extended contact with Samehada); what's to stop Killer Bee from either Lariating the two, or fully transforming and sending a Tailed Beast bomb their way AFTER Kisame is "obliterated" by a Jinton.
Raiton could counter it to an extent, but if Kisame forms a lake or even uses the water dome. . A Raiton technique would seem to be a bad idea; not only could it shock the enemy but Oonoki himself could be on the receiving end of that. I doubt a good team mate would allow that to happen.
Raiton may bypass through the water easily and be capable of reaching the other opponents here. Yes. But; with full knowledge don't you think Kisame would realize the Third IS a raiton user and go for a winning plan if he does use his famous style of combat. Forging lakes? Water Dome; once again. He can EASILY trap both Oonoki and the Third in it, initially.
I'll say that Oonoki does have the chances to escape. But, if Kisame were to chose to go after him first... Oonoki wouldn't get away. And as long as Oonoki is in the water dome; using ANY raiton based jutsu would have the equal effect on Oonoki as it would Bee and Kisame. Not something a team mate would normally do. So, once more. While Kisame deals with Oonoki and prevents him from escaping the Water Dome.
Killer Bee will serve as to both distract and weaken the Third Raikage more; to the best of his abilities. And witht he naturally enhanced strength that Bijuu chakra gives, if Killer Bee uses, he would most likely over power the Kage. Again, this is while he is not capable of using the chakra because of his team mate.
