Only 2 wind users in the alliance?

So, out of EVERYONE in the Shinobi Alliance, only Temari and Naruto are wind users? Is the Naruto world like devoid of Wind users or something? I know it's a rare element and all, but come on, only TWO people know it?

It isn't stated that there are only two people. Temari is the only one capable of producing a Fuuton based attack able to actually hit the Raikage, but it still isn't close to doing enough damage. Naruto's attack is.

You people take things to literally. There had to be another Wind user who was stronger at it than Temari, and that is Naruto. That doesn't mean there aren't any other Wind users at all

There are more but only temari is good enough to even try and Naruto is the only one who could hope to defeat Raikage.

I'm thinking she was just referring to the people in the immediate area. Wind is rare, but its not that rare. Gaara is also a wind user though he uses mostly sand.

I think she meant she's the only proficient wind element user. But Gaara is also of wind nature.
