In the cover story, the town got scared of CP9 and they had to flee the island because Lucci tried to crush the Candy Pirates' captain's skull with his foot and only stopped because the town started freaking out.Some are just random. The point was that Lucci's role as a ruthless government killer ended in enies lobby.
Smoker's views on pirates hasn't changed though. Every one of those names I listed are characters doing the same thing now that they were doing pre-timeskip. Oda brings back characters to play the same role all the time.Having him return the exact same would be strange and repetitive. Most of the names you listed haven't even played their part in the story yet. Also Smoker shouldn't be on that list because he is a prime example of someone who did change his view on pirates. Pre Alabasta Smoker isn't Punk Hazard Smoker.
He wasn't indebted to him because he paid the doctor. He expressed gratitude for his service, and when the pirates attacked, CP-9 attacked them because Lucci has no tolerance for criminals, something he's expressed time and time again. ASecond in the coverstory the doctor treated Lucci for his wounds he received in the Luffy battle. He was indebted to him, so when pirates attacked the town he saved them. If he was ruthless why would he be so friendly towards a random doctor, or why would he care about the fate of that town after he was already done there ?
Lucci's ruthlessness is shown to be intact by the very fact that IN THAT COVERSTORY, he tried to kill that captain by stepping on his skull until it popped.
Lucci has never shown a shift in morals. Lucci showing gratitude towards the doctor isn't some kind of change of heart where he becomes nicer either. In Enie's Lobby, after Spandam slaps Robin to the ground and commands Lucci to forcibly escort her, he helps her to her feet gently.That shows he still has a sense of justice and is on the marine side but his moral compass has shifted.
This very chapter shows otherwise.After the beating he was humble just like Kaku.
