Fujitora was talking about the system of using several powerful pirates to counterbalance the Yonkou. If Vegapunk has an alternative for that, the Shichibukai are indeed not needed anymore. That doesn't mean however that whatever it is, is stronger than each individual member of the Shichibukai.So Fuji said that Vegapunk made something and that because of it they no longer need the Shichibukai system.

Great chapter. Garp is truly a hero; the way how he doesn't give a damn about rank or status, is priceless. And I'm glad Oda is quickly moving forward with the revolutionaries.
Most peculiar thing of this chapter though was Green Bull. It's not uncommon for Oda to introduce characters first with merely a silhouette, yet in that short dialogue we learned of quite a bit about the quirks he has. He fancies women quite a bit, hasn't eaten for 3 years for some reason, but seems to be a rather good cook. At least that's how I interpreted the convo between him and Fujitora.
Now I'm rather certain that this fasting-habit isn't just some background trivia to color the character and has some kind of relevance, but that he started three years ago is kind of interesting as that's around the time Luffy started his journey. Now this might just be a complete random number, however this set of quirks is already rather specific and normally Oda would at the end show the character. Yet he decided to not do that this time, which gives me the impression that were supposed to know this person.

And just so you know how far the gab is between the two, Coracker fought Luffy for 11 hours, Dogtooth fought Luffy for 10 hours after he beat Germa, and Doflamingo fought Luffy for like 20 minutes.
So if we were to compare Mihawk and Kuma's hype to anyone in the series, the closest people would be either Cracker, Dogtooth, and Sabo by feats. At least imo.
I'm not a big hype person but the portrayal is so strong given the position (Dragon's crew) and yonkou stalemate(Shanks) feats that both Mihawk and Kuma are said to have.
