I think the form Lucci used then was equivalent to a beginning stage and what Stussy did was full fledged.
Then by all counts it's safe to say that Lucci is the first to use Tobu Shigan. He said Bachi, but it doesn't mean that he can't used full fledged.
When I saw the wiki page that's what I thought too but like I said Stussy is probably getting the credit on there as first user since Plectrum seems like a lower tier version based on the translation name. Think of Tobu Shigan Bachi as Chidori and Tobu Shigan as Raikiri. He can probably use the full on version now but couldn't then.
Nope. First off, you can't use Naruto jutsu as a comparison to OP techniques, they don't follow the same rules in terms of names or whatever.
Secondly, Stussy is classified as the first person who has used "Flying Shigan" because what Rob Lucci used was "Flying Shigan: Sting." When the wiki says "First seen used by Stussy," it quite literally means Stussy was the first character shown using that technique. What Rob Lucci did is a variation of what Stussy did, but that does not mean it's an inferior version. There are many Rokushiki techniques that follow this pattern, having variations that have the technique name and a subtitle along with it to highlight that it's a variation.
It makes no sense to say that what Rob Lucci did was a lower step to Flying Shigan because how can Rob Lucci use a variation of a technique without knowing the technique first? How can Rob Lucci create another form of Flying Shigan without being able to use Flying Shigan?
Proof that "Technique Name: Subtitle" is not a weaker variation when it comes to the Rokushiki techniques is Kaku:
