You should ditch that feeling. Robin is 30 years old, Luffy 19. Meaning too young to be his mother, pretty much too old to be his sister and she's from West Blue, Luffy from East Blue and she was already on the run even before Luffy was born.

She is not his mother, not his sister nor was his nurse.
