Meh chapter to be honest.

Uninteresting and repetitive backstory, clearly shoehorned in to make us "care" for the character (didn't work for me).

I will still give the chapter a 3/5 because of the progression (another executive is down).

Both Gimlet and Lucy Anne names are related to Russia.
Gimlet is the name of Russian cocktail and Lucy Anne is pronounced the same as 'Russian' in Japanesse.
The name of the chapter ' To Lucy Anne, With Love' is also a reference to one of James Bond movies 'From Russia, with love'.
Found this on another forum. Thought I'd share.

I'm glad I didn't ;PST anywhere just after reading the. halter coz I was so negative about this one a lot .

After letting it stew a bit I realized Franky aready showed his capabilities so Oda cut the battle by using this man on man thing n anyways following EB that's how his one on ones r so really what got advanced is his durability n endurance, which ain't shabby at all but I guess I just like those new tech n techniques kinda fights(well I do like Ussop n Zoro's battles more in the Sh).

I rate this ★★★★ n well it the heal heal no mi restores at the expense of the user's life then I hope restoring n arm n a leg don't cost too much(anyways how do dwarves age compared to human and giants).

This is basically why I consider One Piece to be the best out of the big three, Oda can deliver such unrushed, consistent, believable character development in a half chapter, whereas is takes Kishimoto a good 300 to make someone likeable.
